could be

interpreted in any sense so restricted as to

justify the view that there was an infringement

in the present instance; and say that a copy of

this is being sent to the Governor with a

request for his observations on the general

question and particularly on the scale of

compensation to the villagers who would be

displaced by the proposed scheme for

constructing a public park, and on the

arrangements for accommodating them elsewhere,

and copy above to Governor LF. confidential

for consideration.
